If you paint over your new plaster that is fully dried up can leave you with rough brush strokes, start by creating your own mist coat paint which just means diluted or less effective emulsion paint, this also acts as a primer. The process of producing your own mist coat is as easy as diluting some white emulsion paint with water. For measurements it would be a 3 part paint to 1 part water.
